Occasionally, circumstances arise whereby an urgent expenditure becomes necessary at a time when Parliament is not in session, and there is no appropriation pursuant to which payment may be made. This could occur when Parliament is dissolved during a period of interim supply. Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General's Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply: 1. The warrant must be issued in the fiscal year in which the expenditures are required; 2. The unspent balance lapses at the year-end; 3. Dans certains cas, une dépense urgente se révèle nécessaire à un moment où le Parlement n'est pas en session et où il n'existe aucun crédit en vertu duquel on puisse effectuer le paiement. Cette situation pourrait se présenter lorsque le Parlement est dissout au cours d'une période de crédits provisoires. L'article 23 de la Loi sur la gestion des finances publiques qui autorise l'attribution de crédit, s'applique lorsque le Parlement est dissout ou prorogé, ou lorsqu'il est ajourné soit pour une période indéterminée, soit pour plus de deux semaines à compter du jour de l'arrêté ordonnant que le mandat soit émis. Le mandat constitue un crédit pour l'année financière où il est émis.
