On désigne de façon très générale comme habitat insalubre toutes les catégories de logements qui pour des raisons diverses et conjuguées peuvent être jugées impropres à être habitées. La difficulté qu'il y a à définir l'insalubrité se traduit, dans les textes officiels, par le recours à un système de notation à partir de vingt-deux critères pondérés d'insalubrité, et sur lequel vient en outre se greffer une marge d'appréciation.
