OBS

For obscurations, the ceiling height represents vertical visibility into the obscuring phenomena rather than the height of the base as in the case of clouds or obscuring phenomena aloft.

Manufacturers' catalog ratings should be checked for sizing [air] outlets. These catalogs give the recommended maximum amount of air to be handled by an outlet for the various ceiling height.
