A diplomatic instrument, signed on Feb. 26, 1909, which contained the terms for an international law of naval warfare. To codify the principles of international maritime law in regard to prize cases (prize courts pass on the legality of capture at sea during wartime), experts from Austria-Hungary, Britain, France, Germany, Italy, Japan, the Netherlands, Russia, Spain, and the United States met in London in 1908. The 71 articles of the declaration embody their conclusions.
