S'agissant du classement au titre de la dégradation de la défense en profondeur, deux cas généraux peuvent se présenter. Premier cas : il y a dégradation de la défense en profondeur (le non-respect d'une procédure par exemple), mais il n'y a pas d'accident de transport. Cette dégradation aurait pu aggraver les conséquences d'un accident de transport s'il était survenu (concept des conséquences potentielles). Le classement prend alors en compte le niveau d'atteinte des fonctions de sûreté.
