Discretionary exemptions are introduced by the phrase "the head of a government institution may refuse to disclose..." Where such exemptions apply to information requested under the [Access to Information] Act, government institutions have the option to disclose the information where it is felt that no injury will result from the disclosure or where it is of the opinion that the interest in disclosing the information outweighs any injury which could result from disclosure.
