... the governing bodies of the World Meteorological Organization and of the United Nations Environment Programme created [in 1988] a new body, the Intergovernmental Panel on Climate Change, to marshal and assess scientific information on the subject. In 1990 the IPCC issued its First Assessment Report, which confirmed that the threat of climate change was real.
