Le 6 février 1973, le collège Pailleron brûle à Paris emportant vingt personnes dont seize enfants. Les pouvoirs publics trouvent immédiatement la parade qui rassurera l'opinion : il faut floquer tous les établissements susceptibles de «fondre» sous la chaleur.
