A shutdown cooling system cools the fuel when the main pumps or boilers are either unavailable or not required. The size of the substitute pumps and alternate heat exchangers is adequate to remove decay heat. The shutdown cooling system cools the fuel when the coolant does not reach the level of the main pumps.
