Founded by eight states (Belgium, France, Germany,Italy, Luxembourg, Netherlands, Switzerland, United Kingdom) in 1964, the European Pharmacopoeia has the task of laying down common standards for the composition and preparation of substances used in the manufacture of medicines -- and so guaranteeing their quality. The Pharmacopoeia has 26 member states, in which its "monographs" have force of law, replacing the old national pharmacopoeias. It is recognised as one of the main authorities on quality and safety of medicines, and its co-operation with the European Union has resulted in the setting-up of a scientific research programme to standardise biological medicines, and an official network of medicine control laboratories (OMCL). This pooling of expertise helps to ensure that the same quality standards are guaranteed throughout Europe.

Outil de standardisation au service de la qualité des médicaments, la Pharmacopée européenne est née, le 22 juillet 1964, de la volonté de 8 États (Belgique, France, Allemagne, Italie, Luxembourg, Pays-Bas, Suisse et Grande-Bretagne) de disposer de normes communes en matière de composition et de préparation des substances utilisées pour la fabrication des médicaments. La Pharmacopée européenne réunit 26 pays membres dans lesquels ses monographies ont force de loi et se substituent aux anciennes pharmacopées nationales. La Pharmacopée est devenue l'une des plus grandes références dans le domaine de la qualité et la sécurité pharmaceutique, et sa collaboration avec l'Union européenne a permis de développer un programme de recherche scientifique pour la standardisation des médicaments biologiques ainsi que la création d'un «réseau européen de laboratoires officiels de contrôle des médicaments» (OMCL) permettant ainsi un transfert de savoir-faire pour l'accession à une assurance qualité commune à tous.
