On 19 June 1987, the CCG Ship Safety Branch issued Ship Safety Bulletin (SSB) No. 7/87 to clarify the application and implementation of the Passenger Vessel Compliance Program (PVCP) discussed in the Information Paper. The PVCP is intended for vessels characterizing themselves as pleasure craft, fishing or other types of vessel, but which are in fact carrying passengers and report to be "charter vessels".

Le 19 juin 1987, la Direction de la sécurité des navires a publié le Bulletin de la sécurité des navires no 7/87 qui apportait des précisions sur l'application et la mise en œuvre du Programme de conformité des navires à passagers (PCNP) dont il est question dans le document d'information. Le PCNP s'adresse aux navires se désignant eux-mêmes comme des embarcations de plaisance, des bateaux de pêche ou d'autres types de navires, mais qui en fait transportent des passagers tout en se faisant passer pour des «navires d'affrètement».
