Mais que dit le JAR-OPS 3 du transport sanitaire par hélicoptère? Il fait d'abord la distinction entre trois activités : le vol d'ambulance, le vol de service médical d'urgence par hélicoptère (SMUH ou HEMS en anglais) et le vol de recherche et sauvetage. Ce dernier, qui a pour but d'apporter une assistance immédiate à des personnes menacées par un danger grave et imminent, n'entre pas dans le champ d'application du JAR-OPS 3 et reste de la responsabilité de chaque état.
