Il est habituellement présenté sous forme d'articles avec titres et numérotation, et dans un format de poche qui permet aux officiels de le consulter au besoin.

Un règlement consiste en un ensemble de règles; c'est pourquoi le terme est toujours au singulier pour un sport donné en français, même si son équivalent anglais est pluriel. Le terme «règle» prend la forme nécessaire selon le sens : «les règles du jeu» signifie toutes les règles, «la règle sur le port obligatoire du casque protecteur» renvoie à une règle particulière du règlement sur le hockey.
